Also designated as a Disadvantaged Business
Enterprise and a Minority Business Enterprise.
(released 12/08)
ACM Engineering (ACME), a Central Oregon civil engineering firm focused on civil designs for
large urgban projects, has recently been certified as an Emerging Small Business (ESB) by the State of Oregon. The company has also simultaneously received certifications as a Minority Business
Enterprise (MBE) in Oregon, and as a Disadvantaged Business
Enterprise (DBE) which is a Federal designation. These designations allow the firm to qualify for projects with goals or requirements
for a certain portion of funds to be used to help support the growth and vitality of small businesses in Oregon. The certifications are granted through the
Office of Minority, Women and Emerging Small Business who strives to ensure that minorities, women, and emerging small businesses
have equal access to contracting opportunities in both the public and private sectors.
The Emerging Small Business certification is for small businesses seeking contracting opportunities on projects specifically
designated for ESB participation. The ESB program is a race- and gender-neutral program and is limited to smaller businesses
(under 20 – 30 employees) who have not exceeded the program limit for average annual gross receipts over the past three
years. Limits range from just over 600,000 to 3.1 million depending on the type
of wok a company does. MBE and DBE certifications also allow ACM Engineering to seek opportunities to apply for Sate and Federal
contracts designating goals to include firms with these designations.
ACM Engineering has been offering civil engineering services in Oregon for nearly 4 years
after previously operating as the Washington MBE firm Franklet Enterprises. ACM Engineering/Franklet Enterprises has completed
the civil design for a variety of Central Oregon and Northwest urban development projects such as sports stadiums, public

4/08)
ACM Engineering (ACME), a rapidly-growing Central Oregon civil
engineering firm has recently been selected to design a fueling dock for the Port
of Anacortes, Washington
Principal Engineer and owner George
Franklet, PE says the project developer had experienced some trouble finding a civil engineer experienced in Underground Storage
Tank (UST) design. The developer had heard about ACM Engineering from a colleague who worked with ACM Engineering team members
in the past and also owns property in Redmond, Oregon. “The developer visited our website and contacted us after reviewing our team’s
past experience with both UST project as well as projects located in Washington
State.” George says, “It goes to show that you never can
tell what effect your website can have in helping long distance clients make decisions.”
The project involves the
design of two 15,000 gallon USTs for a marine fueling dock at the Port
of Anacortes which is approximately 2 hours North of Seattle, Washington.
Franklet, who is a registered
professional civil engineer in Washington and Oregon and has a masters degree in Environmental Engineering, says “We
are encouraged that this project will prompt Central Oregon developers who are in need of civil designs for fueling stations
or other UST storage facilities to contact ACM Engineering.”
